Kukosekana kwa ujenzi wa Kimfumo ndiyo chanzo cha Migogoro na Mabadiliko yasiyokwisha ndani ya vyama vya Siasa
Mnamo tarehe 12/03/2017 chama cha mapinduzi (CCM) nchini, kilipitisha mabadiliko ya 16 ya katiba, kanuni za uchaguzi, na jumuiya zake huku ikiwafukuza wanachama 12 na kuwaonya wengine 12 siku moja kabla yaani 11/03/2017,
Tukio hili lilivuta hisia za wengi ndani na nje ya Tanzania, hivyo kuliweka wazi ni jambo muhimu.
- Sababu za mabadiliko na mkutano
Tukiliangazia tukio hili kwa hakika tunaona nukta zifuatazo kuwa miongoni mwa sababu za mabadiliko haya kutokana na ushahidi wa kukatikiwa.
- Kumaliza mabaki ya kambi ndani ya Katika kuelekea uchaguzi mkuu mwaka 2015 na hata baada ya uchaguzi huo, CCM ilijikuta imegawanyika katika kambi mbili kubwa zilizojiegemeza kwa Edward Lowasa na Benard Membe ikimjumuisha pia Rais mstaafu Kikwete. Kambi ya Membe ndio iliyopata Baraka zaidi kutoka viongozi waliokuwa madarakani na kama si wafuasi wa lowasa walioamua kumkwamisha basi safari yake kuelekea ikulu ilikuwa nyepesi zaidi. Mbali na kumkwamisha Membe kambi ya Lowasa ilisababisha mpasuko zaidi ndani ya CCM kufuatia uamuzi wa Lowasa kuhamia CHADEMA.
- Viongozi mbalimbali wa CCM, walianza kuwatuhumu wafuasi wa lowasa ndani ya CCM kama “mamluki” au mapandikizi, nk huku wakiashiria ulazima wa kuwaondoa ndani ya chama. Katika maadhimisho ya miaka 39 ya CCM mjini Singida februari 2016 Kikwete aliweka wazi kuwa! “Tuwaondoe viongozi wenye sifa mbaya……ambao wakishindwa uchaguzi wanahama chama” (Tanzania kwanza, 06/02/2016) na akaashiria hayo Magufuli katika hotuba yake 12/03/2017 pale aliposema: “mtakumbuka kikao kilichopita wakati wajumbe waliposimama na kuimba wana imani na mtu gani sijui (Lowasa) (mwananchi 13/03/2017).
- Tunaona mara tu baada ya fukuza fukuza ya hivi karibuni ndani ya CCM, Lowasa aliwataja waliofukuzwa kuwa ni “ hawa walikuwa mashujaa wa kutetea haki” (mwananchi 13/03/2017).
- Wengi miongoni mwa viongozi na wanachama waliofukuzwa au kulengwa kufukuzwa na kupewa maonyo ni wale waliokuwa kambi ya Lowasa mwaka 2015, kama Sofia Simba, Nchimbi,Vuai, n.k.
- Kuna uhusianao kati ya mabadiliko hayo na uchaguzi wa mwaka 2015 ambao Lowasa aliihama Pamesemwa wazi kwamba mabadiliko haya yametokana na “taarifa ya tathimini ya uchaguzi mkuu uliopita “(Mwananchi 13/03/2017).
Hivyo, licha ya mabadiliko kuwalenga watu wa Lowasa ni wazi kuwa Magufuli atatumia kuwaondoa na kuwadhoofisha wafuasi wa kambi nyengine ili kuondoa upinzani ndani ya chama.
2 . Kukidhibiti chama. Mabadili haya yanaashiria kulenga kubakisha maamuzi ya chama kwa watu wachache zaidi na kuondoa upinzani katika kufikia maamuzi. “ wajumbe wa kamati kuu kupunguzwa kutoka 34 hadi 24 na wale wa halmashauri kuu nao wakipunguzwa kutoka 388 hadi 158” ( ITV tanzania 12/03/2017). Hii inamaanisha maamuzi yatakuwa sasa yakifanywa na watu wachache zaidi wanaodhibitika.
- Muunganiko wa sababu hizo mbili ndiyo unaofanya sababu ya tatu ambayo ni kile kilichoitwa “kuimarisha chama”
- Tunayojifunza kutokana na Mkutano na Mabadiliko hayo:
Mkutano na mabadiliko hayo ya CCM yanatupa ufahamu ufuatao kuhusu CCM na vyama vya siasa vya kibepari na kidemokrasia kwa ujumla.
- Migogoro ya kimaslahi ni jambo la kutarajiwa katika vyama hivi.
- Inaonyesha kuna mgogoro wa ndani katika CCM ambao ndio uliopelekea kufukuzwa wanachama na kufanyika kwa mabadiliko haya, mgogoro ambao bila shaka asili yake ni maslahi binafsi ya mtu au kikundi cha watu
- Hatua hizi zilizochukuliwa na CCM ni zaidi ya kuimarisha chama bali ni dhihirisho la migogoro ya kudumu ya kimaslahi iliyomo ndani ya vyama vya kidemokrasia. Ndani ya kipia migogoro kadhaa ndani ya CCM na vyema vyengine vya upinzani ikiwemo: Mgogoro ndani ya CUF ulioanza 2015 kati ya Seif na Lipumba, mgogoro wa 2015 ndani ya CHADEMA kati ya Mbowe na Slaa na ule wa 2013 kati ya Mbowe na Zito, mgogoro wa TLP 2009 kati ya Mrema na Benedict Ntungirei, mgogoro katika NCCR 1998 kati ya Mrema na Mabele Marando, n.k . Yote hiyo ni migogoro ya kimaslahi ikiwa na lengo la kumnufaisha mtu fulani au kikundi cha watu fulani.
- Mabadiliko haya yanaashiria kushindwa, kuchokwa kwa CCM na demokrasia kiujumla: Kwa kushindwa kwake kutatua matatizo ya wananchi kama njaa, bei juu za vyakula, na umaskini kiujumla “ akasema Magufuli kuwa mabadiliko haya yanalenga “kukipeleka chama kwa wananchi “( Mtanzania 13/03/2017). Hii inamaanisha hakipo kwa wananchi, yaani wananchi wamekata tamaa nacho, na hali ya CCM ndiyo hali ya vyama vyote vya kibepari
- Kukithiri kwa ufisadi ndani ya chama. Tukio hii na mfano yanayoendelea kujikariri ndani ya vyama vya siasa hapa chini na kwengineko duniani linadhihirisha jinsi vitendo vya ufisadi vilivyokithiri ndani ya vyama vya kidemokrasia na hivyo kusababisha hujuma na migogoro. Amekiri hili Rais Magufuli pale aliposema” kuna wanaosema wanapangisha kwa sh50,000 kumbe wanapangisha kwa sh milioni moja”(Mtanzania 13/03/2017). Hii ni kwa sababu msingi wa vyama hivi ni maslahi binafsi.
- Matajiri kukihodhi chama. Mabadiliko hayo yanatupa taswira ya wazi kuwa vyama hivi huendeshwa na matajiri wachache amabo hutumia wanasiasa kufikia malengo Na hapa tunaona kuna mgogoro wa wazi kati ya CCM na baadhi ya matajiri wake. Akagusia hili raisi alivyosema kuhusu CCM “kupokea fedha kutoka kwa watu wasiostahili” (Mtanzania 13/03/2017). Hali hii si kwa nchi changa pekee kwani hata Amerika ambaye ni kiranja wa demokrasia, bado vyama vyake hutegemea matajiri. Obama katika kampeni zake za uraisi alichangiwa dolari za Amerika 1,006,159 kutoka Citi Group, 1,123,759 kutoka Time Warner, 1,295,955 kutoka Goldman Sachs, 1,628,122 kutoka Google na Microsoft corp 1,680,787 (opensecrets.org 01/02/2017 )
- kuwahamisha watu kutoka katika mjadala wa Vyeti vya Mkutano kibinafsi umemsaidia Makonda katika kashfa zinazomkabili. Kufuatia vita iliyoshindwa ya dawa za kulevya iliyoanzishwa na Makonda 02/02/2017 jijini Dar es salaam, kulipelekea kuibuka kwa taarifa tatanishi kuhusu Paul Makonda. Ikiwemo mali anazomiliki na hili la sasa la kutumia vyeti bandia. Akasema Gwajima! “kosa la kwanza la Makonda ni kughushi cheti ambacho kinaonesha yeye ni Paul Makonda wakati akifahamu kuwa yeye ni Daudi Bashite “ (Mwananchi 12/03/2017).

Tuhuma hizi zimeambatana na matukio kama uteuzi wa Salma Kikwete 01/03/2017 na kuachiwa huru Lema 03/03/2017 na katika muda huo huo mfupi yanakuja mabadiliko haya 12/03/2017 inaleta picha kuwa matukio haya yanahusiana.
- C. Hitimisho:
- kwa kifupi tunasema mambo yaliyotokea CCM, ni ya kutarajiwa katika vyama vya kidemokrasia duniani kote kwani msingi wa vyama hivi ni maslahi ya kibinafsi na pindi yanapokiukwa na upande mmoja basi hutokea mgogoro na mabadiliko katika vyama hivi kama tulivyoeleza.
2 . Tofauti ya vyama vya kidemokrasia vya Afrika na Ulaya ni kuwa vyama vya Ulaya vina udhibiti na uelewa bora mfumo vinavyosimama juu yake, lakini hivi vya Afrika ni vitupu kwa upande wa mfumo bali kila mtu anaeiingia madarakani huwa yeye ndiye mfumo wenyewe. Hii itaendelea kusababisha migogoro mingi kila uchao.
3 Amma mfumo wa uislamu, ni tofauti kabisa na mifumo hii ya kikafiri (ubepari na ujamaa) ambapo huruhusu vyama vya siasa vya kiislamu vyenye itikadi (aqeeda /creed) ya uislamu kulingania uislamu ili utawale lakini humsaidia mtawala (khalifah) kwa kumkosoa na kumpa ushauri katika uendeshaji wanchi wa mujibu wa mafundisho ya Uislam na huwa jambo hili ni mbali na maslahi ya mtu binafsi. Kwa msingi huu ndiyo imebuniwa Hizb ut tahrir kulingania Uislamu kwa lengo la kurejeshwa serikali ya Kiislamu.
