Kushindwa Marekani Hakuna Shaka
Mwezi wa Januari mwaka 1917 hautosahaulika katika historia ya Vita vya Kwanza vya Dunia. Mwezi ambao serikali ya Uingereza kwa kupitia mtandao wake wa kijasusi jeshini ilidai kufanyika mawasiliano ya simu ya maandishi (telegram) kutoka Ujerumani kuelekea kwa nchi ya Mexico. Mawasiliano hayo yanayojuulikana kama ‘Zimmermann Telegram’ yalikuja kuwa chachu muhimu na kuleta msukumo wa aina yake katika kubadilisha mwelekeo mzima wa Vita vya Kwanza vya Dunia.
Uingereza ilidai kuwa Waziri wa Mambo ya Nje wa Ujerumani Bwana Authur Zimmermann ndie aliyefanya mawasiliano hayo kwa Balozi wao ndani ya Mexico ili awasiliane na uongozi wa Mexico juu ya mambo mawili makubwa:
Jambo la kwanza, Ujerumani iliitaka Mexico iungane nayo kama mshirika wake wa vita(vya kwanza vya Dunia ) endapo dola ya Marekani itajitosa katika vita hivyo kushirikiana na ‘majeshi ya washirika’ dhidi ya Ujerumani.
Pili, lau Mexico itakubaliana na matakwa hayo, Ujerumani kwa upande wake italipa fadhila kubwa kwa kuisaidia Mexico kufa na kupona kuyakomboa na kuyarejesha majimbo (states) ya asili ya Mexico yaliyoporwa (lost territories) na dola ya Marekani. Majimbo yenyewe ni Texas lililochukuliwa katika mwaka 1835 na mengine ya New Mexico na California yaliyoporwa katika vita vinavyojulikanwa kama ‘Vita vya Mexico’ (Mexican War) mwaka wa 1846-48.
Uingereza ilidai kuyanasa (intercept) mawasiliano hayo na ikaamua kuyakabidhi rasmi kwa dola ya Marekani katika mwezi wa Februari mwaka huo huo ili kuichochea Marekani kuingia vitani kama mshirika wa Uingereza dhidi ya Ujerumani.
Kwa hakika ni vigumu kiuchambuzi kuthibitisha uhalisia na ukweli wa kutokea mawasiliano hayo, hasa ikizingatiwa dhamira ya muda mrefu ya Uingereza kuitaka Marekani kuwa mdau wa Vita vya Kwanza kutokana na khofu yake kwa nguvu kubwa ya Ujerumani.
Lakini pia Marekani licha ya kuonekana kwamba ilikuwa imejifunga na sera zake za kujitenga kando na masuala ya kilimwengu (isolationist policy), nayo ilipatiliza fursa hiyo kwa kuwa nayo ilikuwa na shauku kubwa ya kutaka kuandaa mazingira ya kuwa kinara wa kimataifa na kuondoa athari ya Uingereza na Ufaransa. Kwa hivyo, vita hivi pia vilikuwa muhimu kwa Marekani kwenda kuitafiti hali ya madola hayo kwa kina.
Katika hali kama hiyo katika mwezi wa Aprili mwaka wa 1917 Raisi Woodrow Wilson wa Marekani alitangaza rasmi mbele ya Bunge la Congress kujitosa kwa Marekani katika Vita vya Kwanza vya Dunia, huku akivipachika jina kwamba ni‘vita vya kumaliza vita vyote’ (war to end all wars).
Vita ya Kwanza ya Dunia viliibuka ndani ya Ulaya kutokana na maumbile ya mfumo wa kibepari ya kuzaa ugomvi wa kimaslahi, ushindani na shauku ya kila dola kujijengea himaya kubwa dhidi ya mwenziwe, na wakati mwengine kwa gharama ya dola nyingine.
Kwa hivyo, baada ya madola ya Ulaya hususan Uingereza kuhisi Ujerumani imekuwa tishio na ina shauku kubwa iliyoruka mipaka ya kuchukua uongozi wa kilimwengu, kumchafulia maslahi yake na kuathiri himaya yake, Uingereza ikashirikiana na dola za Urusi na Ufaransa na pia kufanya kila linalowezekana kuishawishi Marekani kwa kuwa ni dola lenye maendeleo makubwa ili liwe mdau wa vita hivi dhidi ya Ujerumani. Hii ni kutokana na khofu ya Uingereza kutokana na nguvu kubwa ya Ujerumani kwa upande wa kijeshi na kiteknolojia iliyotokamana na maendeleo makubwa iliyoyafikia kwa kuwekeza sana katika teknolojia na ufundi tangu mwaka 1870 yalipoanza Mapinduzi ya Viwanda.
Marekani ikiwa dola ya kibepari kwa upande wake ilijitosa katika vita hivi ikiwa na malengo maalum, japo kwamba ilikuwa ikichukuliwa kana kwamba ni dola iliyojitenga na masuala ya wengine (isolation). Lakini kwa udhati hasa kujitenga kwake ilikuwa ni mbinu na dhamira ya kujijenga zaidi barani kwake (constructive isolation). Pamoja na hayo Marekani daima ilikuwa ikifuatilia kwa makini na kufanya kila linalowezekana kuandaa mazingira ili utapowadia muda muwafaka ijitose kuchukua uongozi katika uwanja wa kimataifa. Kwa hivyo, kujiingiza Marekani rasmi katika vita hivi vya kwanza hakukuwa kwamba Marekani ni mtumishi wa dola ya Uingereza au dola iliyoburuzwa, bali ilikuwa na malengo mahsusi ya kwenda vitani kusoma na kutafiti kwa makini nguvu na udhaifu wa madola ya Ulaya, kujenga uzoefu wa kuifahamu hali ya kimataifa, kukuza haiba (image) yake kimataifa, kutanua wigo wa ulinzi wa dola yake, kuandaa mazingira ya masoko ya viwanda vyake na kubwa zaidi kujiandaa kuuchukua uongozi wa kimataifa. Seneta Orville Platt (Connecticut 1894) wa Marekani aliwahi kuweka bayana haya kwa kusema:
‘Naamini kwa udhati kabisa nchi yoyote nje ya mipaka ya sasa ya Marekani, ikiwa itakuwa ni lazima kwa ulinzi wetu au kwa kukuza biashara zetu, hatutopoteza muda kuichukuwa’.
Kwa hivyo, utaona kwamba baada ya kumalizika vita hivi vya kwanza Marekani ilishiriki kifua mbele kusimamia katika kuandaa nukta 14 za mawafikiano ya amani baada ya vita (Versailles Treaty). Kadhalika ilishiriki kikamilifu kusimamia kuundwa kwa Jumuiya ya League of Nations japo kwamba Marekani binafsi haikuwa mwanachama kutokana na mwelekeo wa siasa zake za ndani (domestic politics). Yote hayo yakiwa muhimu katika kukuza haiba yake kimataifa, kitu kitakachokuja kusaidia kiurahisi kukamilisha ajenda ya kuuleta uongozi wa kimataifa upande wake katika mustakbal.
Kwa ufupi, baada ya vita hivi, licha ya uongozi wa kimataifa kuendelea kubaki kwa mabwana wale wale wa awali ambao ni Uingereza na Ufaransa, lakini ukweli wa mambo ni kwamba Marekani iliweza kuvuna kwa kiasi kikubwa iliyoyakusudia. Na kwa kuwa katika vita hivi upepo ulikwenda dhidi ya mabwana wa dunia wa wakati ule ambao ni Uingereza na Ufaransa kwa kudhoofishwa sana na vita na pia kudhoofika haiba zao kimataifa kutokana na kampeni kali iliyoshamiri dhidi ya ‘Ukoloni mkongwe’ kwa kuwa madola yao ndiyo yaliokuwa kwa kiasi kikubwa yakishikilia makoloni dunia nzima, iikuwa rahisi kwa Marekani kuutawala uwanja wa kimataifa kwa mapana na marefu mara vilipomalizika vita katika mwaka 1945.
Kwa hivyo, mara baada ya vita hivi Marekani haraka na kwa urahisi zaidi iliweza kujinyakulia uongozi wa kimataifa. Awali iliwashirikisha Ufaransa na Uingereza ikiwa Marekani ndio kiongozi wa kambi ya magharibi katika maamuzi mbalimbali ya kiulimwengu, pia kwa kuwa walikuwa washirika wake katika Vita vya Pili. Aidha, Marekani aliishirikisha Urusi kwa kuwa ilikuwa kiongozi wa kambi ya Mashariki ili kuepusha vita vyengine vya moto vinavyoweza kuangamiza hata nchi yake. Hata hivyo, kwa haraka sana Marekani ikachukuwa hatua kabambe za ziada kujiimarisha na kuzitenga moja kwa moja (marginalize) Uingereza na Ufaransa kama vile kujifungua na kuondosha ushirika wake na Uingereza, mkakati ilioufanya katika miaka ya khamsini katika mkutano wa wanadiplomasia wake uliofanyika Istanbul, Uturuki. Pia ikafanya makubaliano katika mwaka 1961 na dola ya Urusi yanayojuulikana kama makubaliano ya Vienna baina ya Waziri Mkuu wa Urusi bwana Khruschev na Raisi Kennedy wa Marekani ili kugawana uongozi wa kimataifa baina ya madola yao pekee, na kuziachilia mbali dola za Uingereza na Ufaransa kimataifa.
Kwa hakika vita vyote viwili dola ya Marekani ilifaidika. Vita vya Kwanza ilifanikiwa zaidi kisiasa kwani vilikuwa ni jaribio la kujenga haiba yake kimataifa, kuongeza uzoefu, kuisoma hali halisi ya kimataifa na kujiandaa kwa muda muwafaka kuwadia. Amma Vita vya Pili ilikuwa ni muda wa hatua za kivitendo kwa kujenga himaya yake kiulimwengu, na mara baada ya kumalizika vita ndipo ambapo Marekani iliuchukuwa uongozi wa dunia rasmi na kuendelea nao mpaka leo.
Leo Marekani imejiingiza katika vita vipya, vigumu, inavyopigana kishenzi na kikatili. Na bila ya shaka vita hivi ndio kaburi la kuangamia kwake. Hivi ni vita dhidi ya mfumo wa Uislamu, Waislamu na kupora utajiri wao, kwa jina la “Vita vya Ugaidi”.
Vita hivi si tu inapigana Marekani peke yake, bali imewaburuza na kushinikiza wengine kwa nguvu zote ili washirikiane nae. Marekani inatumia kila medani katika vita hivi, ikiwemo upande wa kisiasa, vyombo vya habari, ujasusi, sheria na kijeshi, kithaqafa nk.
Kwa udhati ni vita vigumu kuliko vita vyote vya mwanzo Marekani ilivyowahi kupigana, licha ya maguvu, mabavu na makeke yake, kwa sababu ni vita vya mfumo ulio dhidi na mfumo wake kikamilifu.
Vita ilivyopigana awali vilikuwa ni vya kimaslahi baina yake na mabepari wenzake wanaobeba mfumo sawa naye. Hivyo, ulikuwepo uwezekano wa kufika mahala kugawana ngawira baina yao na kufanya muwafaka wa kimaslahi mambo yakaisha. Na kwa kuwa mfumo wa Ubepari kipimo chake katika matendo ni ‘maslahi’ pale maslahi yanapopatikanwa mambo humalizika.
Aidha, vita baridi vya Marekani dhidi ya ukomunisti/ujamaa, japo kwamba vilikuwa vita vya kimfumo, baina ya ubepari na ukomunisti, lakini kwa udhati dola ya Urusi ilikuwa inautumia ukomunisti/ujamaa kama mwito wa kijanja tu kuficha makucha yake ili kuzitawala nchi nyengine za kikomunisti katika Ulaya Mashariki, na kwa hivyo ukomunisti nao ulikuwa kama ukoloni wa kibepari, kamwe haukuwa na dhamira ya udugu wa kweli kushirikikiana na nchi nyengine katika mfumo mmoja! Kwa hivyo, hatimae dola ya Umoja wa Kisovieti ilitumbukia katika shimo lile lile la kimaslahi kama mabepari. Na madola mawili hayo yakaweza kufikia muwafaka wa kugawana ngawira za kilimwengu baina yao.
Lakini vita anayopigana Marekani sasa ni vita vya kiimani ambavyo hashawishiki mpiganaji aliyekinai imani yake kwa hongo au maslahi ya aina yoyote, na wala harudi nyuma, na ndio maana ukawa upinzani wake ni wa kiajabu, utakaodumu na usiomalizika. Licha ya nchi hiyo kuonesha kuwa vimemalizika.
Marekani inagharamika kwa vita hivi mabilioni ya dolari kwa mwezi, huku miaka inakatika, bado inaendelea kukosa utulivu, maisha ya askari wake yanaangamia na vita vinasonga mbele. Wapiganaji ndani ya Afghanistan wanapigana katika kiwango cha uwanamgambo, wakiwa na vifaa duni na silaha nyepesi lakini wameweza kukwamisha ndoana kali kati kati ya koo ya dola kuu la Marekani!
Vita hivi vimeweza kuwakusanya na kuwaunganisha pamoja Waislamu wote pamoja dhidi ya adui wao mkubwa Marekani. Aidha, vimeongeza uchukivu wa Waislamu kwa vibaraka wa nchi za Kiislamu wanaotawala kimabavu na kushirikiana na Marekani katika kumwaga damu, kutesa na kudhalilisha Waislamu. Na badala yake kuwazidishia hamu Waislamu ya kutaka watawaliwe na dola yao halisi ya Kiislamu ya Khilafah Rashidah.
Huku uchumi wa Marekani ukidorora na haiba yake kimataifa ikipotea hususan tangu kuja Raisi Trump, raisi duni, mropokaji, anaeshindwa hata kuficha hisia zake za chuki na ubaguzi tofauti na watangulizi wake. Bila ya kutaja kuibuka kwa Uchina kuwa mshindani wake mkubwa kiuchumi. Yote hayo yanaashiria hali ngumu upande wa Marekani.
Kimebaki kitu kimoja tu, ambacho Marekani inafanya kazi usiku na mchana kisitokee, lakini hakina shaka kutokea kwake. Nacho ni kusimama mtu Mchamungu, Mkweli na Muaminifu katika mojawapo ya nchi kubwa ya Kiislamu, akaziunganisha tena nchi zote za Kiislamu kuwa dola moja imara chini ya bendera ya tawheed.
Wakati huo Marekani haitokuwa tena na ushujaa wala makeke ya kufumbua kinywa seuze kupigana, na muda wake wa kuitenga nchi yake (isolation) utakuwa umewadia, sio kujitenga kwa khiyari au kama awali kwa lengo la kujijenga, bali sasa ni kujitenga milele kutakoambatana na kushindwa kwa aibu, idhilali na fedheha.
